Abstract. The world has entered a new epoch – the era of the information society, in which information plays one of the “leading violins”, being not only the main wealth of a nation, institution, person, a global resource of scientific and technological progress and development of all mankind, but also the most important value, the main the driving force behind the development of socio-economic, political, spiritual and other relations. The use of information in administration and management gives them a fundamentally new quality affecting all spheres of human life, allows the state authorities and local governments to rise to a new level of development and adoption of administrative decisions. According to the authors of the textbook, Russia faces the most important strategic task – to develop an effective state information policy that promotes the formation of public bodies in Russia. Without knowledge of the basic methods of diagnosis, forecasting and modeling of mass and specialized information events and processes, it is not possible to elaborate and adjust the basic principles of state information policy. In modern science, the need to develop new scientific fields has emerged: communicology (F.I. Sharkov), social information science (V.D. Popov), information analysts (V.V. Silkin), studying and forming the basic principles and methods communicology, social informatics and information and analytical activities. Analysis of world trends allows us to conclude that in the new millennium information will become the main force of the new civilization and the principal source of its constant development.
