STUDYING QUALITATIVE CHARACTERISTICS OF REGIONAL ELITE USING THE METHOD OF EXPERT ESTIMATION

Abstract: In the article the authors make an attempt to analyze qualitative characteristics of regional elite using the method of expert estimation, which combines characteristics of qualitative and quantitative methods of study – integration of expert estimation is a combination of ways of transferring quantitative analysis of this estimation into qualitative one. The authors underline that objective necessity and trend of late is creating public councils under the ministries and agencies, coordinating and council ling bodies which points at increase of state demand for qualified expert evaluation. The fact that created “from above” expert clubs and intellectual centers have become repeated practice also points to the existing demand and the demand for intellectual potential of an expert. However, expert community still slightly gravitates towards self-organization and is a non-structured or badly structured social formation solving a problem of forming expert evaluation. The attempt to analyze one of the qualitative characteristics of the regional elite – influence is shown as exemplified with the project of the laboratory of applied political science and sociology of Chelyabinsk Branch of Russian Presidential Academy of National Economy and Public Administration «Influence ranking of the regional elite», and description of peculiarities of personal influence ranking of the regional elite representatives is complemented with three more items. The first item is connected with the attempt to find out if there is interrelation between the influence ranking and a factor of economic risk. The second item is dynamics of the influence ranking of Chelyabinsk region governors where the authors were interested in the impact of crisis on this rate and the fact of designation to the
post of the governor. The third item is connected with the analysis of influence ranking of fourteen different social and professional groups of which the “body” of regional elite consists. Such important index of effectiveness of regional elite as rotation is considered in the article. The authors make a conclusion about collaboration between expert communities, power and society: in the
current context collaboration between expert communities, power and society is becoming the necessity and holding a systemic public discussion allows to balance the interests of different social groups and power structures which in its turn results in increasing of people’s trust in authorities.
