Abstract The article analyzes the main theoretical dilemma of modern elitology prevailing
since the second half of the twentieth century. We are talking about neonationalists and pluralistic doctrines. We examine the experience of formation of elitogenesis in the states with developed democratic institutions. Emphasize the socio- historical and natural-geographical determinants of Russian elitogenesis, its inclination to hierarchical and not polyarchical forms. The description of the expert survey is given, the results of which characterize the current state of Russian political elites, the formation of which coincides with the period of transition from authoritarian to democratic institutions of elitogenesis. The final conclusion of the survey: democratic transition has not yet taken place and requires significant adjustments related to the peculiarities of the Russian historical and contemporary experience.
