Abstract: the article presents the description of the developed components of the Russian discourse of “soft force” positioned in the context of the priorities of the state cultural policy as a factor of the national security strengthening in modern Russia. The Russian tools of “flexible attraction” /” the soft force” are studied as communicative and cognitive sociocultural technology into which “baggage” the transmission of the linguocultural concepts, which are considered as carriers and
distributors of cultural values, is integrated. It is shown that the transmission of the valuable dominants of domestic culture accumulated within linguocultural concepts is capable to provide their
identification as inalienable values and to transform them into the «deontic concepts» which are functioning not only as the «indicators» of public historical processes but acting as «factors» of these processes, strengthening the importance of humanistic / culture-centric messages in the development of the world community (in regard to modern challenges).
