Abstract: the existence of conditions qualifying party systems depending on the rigidity of the political regime, allows to develop tools of identifying the grounds for legitimizing political power through the formation of the respective party system. Indicators of the state participation in formation of bodies of power, the index of in formativeness of the parties, the factor of the status of forms of government help to identify the causes and consequences for the legitimacy of political power. Due to the dynamic of an authoritarian regime the possibility of applying political and ideological maneuver to ensure political stability is substantiated. The systemic evaluation of the ruling, systemic and non-systemic parties is given. The author’s vision of party building, the formation and functioning of a multiparty system in Russia is presented. Structural-functional, systemic-functional approach allows
to explore the benefits of “vertical” multi-party system as a legitimizing basis for political power in Russia. Necessity of development of local political culture is shown, as well as use of state oriented ideologies in the joint activities of the state and institutions of civil society developing on the basis of gramscianian model. The article has the following subsections: conditionality of party systems by the nature of political regimes; legitimizing bases of party systems; legitimizing bases of the “vertical” multi-party system of political power in Russia
