ELECTORAL SYSTEM FOR THE STATE DUMA ELECTION: OPPORTUNITIES FOR IMPROVEMENT

Abstract: The article discusses the shortcomings of electoral systems, tested on the Russian parliamentary election, namely, majoritarian, proportional (in the united district with closed lists), and parallel (mixed unrelated). In particular, there is the phenomenon of “manufactured majority”, which is widely evident in regional elections 2010-2013. It is proposed to discuss other models, in particular, the proportional system in several multi-member districts with open lists and a system
of “compensatory representatives”, although these models have noticeable drawbacks. As the most suitable for elections to the State Duma it discusses the related mixed two-votes system, similar to the German and New Zealand. Under this proposal, its further development, in particular, substitute of single-member districts by two– and three-member ones with one vote in the majority part.
