Communicative and Information Resources as a Form of Regulation of Social Processes

Abstract. The functioning and development of society and social systems are associated with the concept of ‘social resources’, where a special role is delivered to information and communication resources. They are used as tools for the implementation of informational and psychological influence on society. They form the basis of communication and information relations between government and society, which we consider necessary for a consistent dialogue. This, in turn, positively affects the growth of confidence in the current government, political and civil activity of the population and decentralization of power.
A special place in information and communication resources should be allocated to mass media that is an important tool in disseminating information and shaping public perceptions. Hence, mass media has the opportunity to shape ideas, meanings, stereotypes, which influences the members of society and guides them in future decision-making. Thus, the media provides an invisible non-conflict impact on mass consciousness, in other words society as a whole. The state, using communication and information technologies to build a continuous exchange of information with the citizens, gets a flexible and timely response to social processes in society.
