Abstract: The article analyzes the problems of communication between the Russian political elite and the population. The importance of public awareness about the actions of the authorities. The reasons for reducing public support for the activities of bodies in a law enforcement unit. Formulated standard algorithms of interaction of information units (Press Service) law enforcement agencies with
the media and the public. We derive conditions under which citizens will trust the political elite, to help public authorities in restoring order in the country. We consider the use of narratives of behavior as one of the methods of formation of social support for the population of the political system. Variant approaches to work in the information space and establishing a dialogue with the political
elite of the society are described. The analysis is given of negative examples to illustrate these approaches. It is formulated a conclusion that, in spite of the existing regulatory framework, quality of the information departments government continues to depend on the personal professionalism of specific leaders and their relationships relations with the media.
