THE ROLE OF THE ELITE RUSSIAN-TAJIK COMMUNICATIONS IN THE IMPLEMENTATION OF THE EURASIAN INTEGRATION PROJECT

Abstract: The article is based on the assertion that educational and scientific cooperation,
included in the category of elite communications can be considered as one of the forms of integration in the post-Soviet space and a tool for promoting the Eurasian integration project. The article analyzes the historical origins of the educational and scientific communications of Russia and Tajikistan, characterizes their main directions and forms at the present stage. It considers the following forms of educational communication: the establishment of branches of higher
educational institutions of the Russian Federation in Tajikistan; the establishment of Russian-Tajik ( Slavic) University; annual giving by the Ministry of education and science of the Russian Federation the quotas for citizens of Tajikistan for training in Russian universities and colleges; provision of educational and scientific literature, conducting international education exhibitions and fairs, establishment of direct partnerships with Russian institutions. The article analyzes scientific communication under the auspices of the Academy of Sciences of the Republic of Tajikistan, highlights the main directions of international cooperation of Russia and Tajikistan: the carrying out of joint fundamental and applied research; international knowledge transfer. Special attention is paid to the creation of VAKRF [the higher attestation Commission of the Russian Federation] dissertation
councils with scientific and educational institutions of the Republic of Tajikistan.
