Abstract: The article is based on recent studies devoted to the modern electoral process in Russia in view of the impact of migration processes and interests of ethnic and religious communities in the southern territory. Showing new threats and challenges uncontrolled migration flows from the Middle East and North Africa. Such processes have created a serious threat not only to EU countries but also in other continents. The authors present analysis and forecast of the growing conflict potential in the Caspian region, which concerns in particular the South of Russia. On the basis of a comparative analysis of the old and the modern conflicts a conclusion is made of the succession of negative processes due to lack of development of democratic processes and the low level of tolerance in the regions of the North Caucasus. All this can be a fertile ground for the developmentof Islamic radicalism, undermining the stability of the political system, whichconsequently complicate the process of the upcoming elections in 2016.
