THE ELECTORAL PROCESSES OVERSEAS AS A MIRROR OF THE RUSSIAN DEMOCRACY

Abstract: The article discusses the procedures for organization of the electoral process overseas during the elections to the State Duma of the Russian Federation outside the Russian Federation in 146 countries of the world. The author analyzes the structure and dynamics of the electoral process in the far and near abroad, which includes 16 countries, including CIS countries, South Ossetia and Abkhazia, while noting the specifics of voting particularly in areas organized by the Ministry of Defense. According to the author the dynamics of voting in the near abroad, especially in number of places for the ruling party often much higher than the Russian average. As far as the lack of administrative influence abroad, it does not affect the electoral preferences of voters. For the most part, there is victory in the election candidates receive the same as in Russia.
According to the author, these two opposing voting trends in the near and far abroad reflect the challenges and successes of democratic reforms in Russia. On the one hand, one hundred percent administrative resources, on the other hand, the free expression of will, although on average result in substantially the same result. This trend is, in principle, speaks mostly about the correctness of the course of the Russian authorities, according to the author.
The paper identified a number of basic problems of organization of the electoral process abroad and in particular the paucity of precinct election commissions (PECs) in countries with a numerous Russian Diaspora. The author analyzes decrease in interest in the elections and made projections for overseas voter attendance for the elections in 2016.
