COMMUNICATIVE AND MEDIATORY ROLE OF CIVIL SOCIETY INSTITUTIONS IN CONDUCTING ANTI-CORRUPTION EXPERTISE

Abstract: a Special danger to the Russian Federation as a democratic Federative legal state are the laws and other normative legal acts containing norms and the crime leading to criminality, corruption, criminalisation and decline in the prestige of power, strengthening of social tension. The high quality of legal acts does not create conditions for corruption, encourages a high sense of justice and strictly lawful actions. In Russian legislation, civil society institutions, play an important communicative-mediation role in the main areas of combating corruption, in particular: ensuring the participation of civil society institutions in countering corruption; the introduction to the work of the Federal bodies of state power, other state bodies, bodies of state power of subjects of the Russian Federation and bodies of local self-government of innovative technologies raising objectivity and providing a transparency at acceptance legislative (regulatory legal) acts of the Russian Federation, municipal legal acts and management decisions, and ensure interdepartmental electronic interaction of these bodies and their interaction with citizens and organizations in the provision of public services; the extension of the system of legal education of the population and Thus, the state brings citizens and their associations with the power structures for joint struggle against negative phenomena associated with corruption. Specified communicative and mediatory role of civil society institutions is manifested in a special anti-corruption legislation.
