Russian-American business student «fight»

(Institute of State Service and Human Resources held a business game with participation of Russian and American teachers and students «The constructive dialogue between the authorities and society in the Internet communications»)

In March 15, 2014 was a landmark day for the Institute of State Service and Human Resources (SSHR) Academy under the President of the Russian Federation.
For the first time in the Educational situational centre of SSHR in the framework of international cooperation between Clemson University (USA) and SSHR the Russian Presidential Academy of National Economy and Public Administration passed a multilevel business game.
The event was organized and held in the framework of internship American students at the Department of public relations and media policy SSHR.

 

The head of the delegation from the USA became the Professor, doctor of philosophical Sciences, Member of the Editorial Council of the Communicology journal Gwynn M. Powell, who has repeatedly visited SSHR with business visits.
Before starting a business game, Professor Gwynn M. Powell held a business Breakfast with the Dean of the faculty of the Institute of State Service and Human Resources A.I. Turchynov; and other guests from the United States of America in the Situation center showed the presentation of the Presidential Academy and Faculty, told about the life of the student community, including about training and active nonacademic activities.

 

Full cycle of materials «role play»: a program, methodological support and script of the business game «CONSTRUCTIVE DIALOGUE BETWEEN THE AUTHORITIES AND SOCIETY IN THE INTERNET COMMUNICATIONS» was developed by Professor of the Department of public relations and media politicy L.A. Vasilenko, who took up the entire spectrum of the basic issues connected with the visit of the American party SSHR, including training of students, conducting briefings on the business game, the distribution of responsibilities moderators etc.
Business game gave the opportunity to the students of the two countries to strengthen received theoretical knowledge and practical developments in the field of application of democratic mechanisms in cooperation with authorities and civil society institutions.

 

During the game, apply modern technologies of building and using modern communications to build coalitions on the basis of the exchange of positive experiences of the two countries to solve social problems.
Each participant played a key role in this process and was co-sponsoring the overall result, were formed in the process of interactive communication between the working groups.
The end result was a constructive set of specific goals, objectives and activities that attract the experience and knowledge of all participants, contributing to the development and strengthening a democracy in both countries.
Mutual usefulness of all ongoing activities, became the main principle of the activity of participants of business game.
Of course, this experience can be useful not only across the country to form a constructive institutions full-fledged civil society, but also for use in research and teaching of students of higher educational institutions of Russia and the USA.

 

During the course, students learned effective communications technologies; received practical skills of search of solutions, necessary for the successful development of communication in democracy society, government and non-governmental sectors; demonstrated productivity analyzed the necessity of the Internet in public administration, the U.S. and Russia, in particular, the order of formation and use of open data; talked about the problems and prospects «e» and «open» government; conducted a SWOT-analysis - peer technology assessment models of interaction between authorities and society; acquainted with the theoretical foundations of cognitive modeling, etc.
One of the teams conducted a case study of the official websites of the authorities for their effectiveness in the interaction of power and society. During the business game of SSHR students presented the results of their . showed the percentage of official sites of the RF subjects capable of truly effective bilateral interaction between the authorities and society.
Another team presented a model, based on a real example of cooperation of the state (represented by the Moscow City Duma) and society (represented by the Youth Public Chamber of Moscow).
One of the American teams presented the model of electronic petitions. Participation of citizens expressed in the preparation of petitions to the Government or the President on issues facing the country. If a petition gets enough support from society, staff of the White House will review it, connect experts and give an official answer.
The second team of American students reported some interesting interaction model of social media in an internet chat room, bulletin boards, smartphones. 20 % of Americans use Twitter. Innovative media can shape world politics, such as Facebook-pages associated with protests reads 60,000 users per day.
The business game was held in a constructive and friendly atmosphere, with a sense of humor and active participation of all, without exception, those present.
Students asked a lot of questions, including on the participation of the state and NGOs in the process of training citizens to use everyday Internet communications, public e-services, e-democracy, electronic signature, etc.
The main emphasis in business game was made on the principle of power should be built around the development of societies and, not around the power hierarchy.
Were considered models of personal motivation; tactics tracking feedback; work with competitors, build coalitions; application of innovative methods for high risked; models of nurturing new leaders and other.

 

Modern technologies of building and using modern communications to build coalitions and attract supporters are well complemented presents models and technologies.
During the business game were used interactive forms of training, examples from the practices of the state authorities, non-profit sector, leading PR agencies, Russian and USA corporations.
At the end of the event, students thanked Professors L. Vasilenko and L.Kolesnikova,  associate professors L. Levkina, A. Grechishnikova, A. Holin, S. Pershutkin, V. Zakharova, A. Lyubutov and other teachers and professionals from SSHR for the warm welcome and interesting event, and received certificates and diplomas.
