Abstract. The paper represents the basic concepts of the digital economy, reveals the theoretical grounds for its development in Russia, and determines the resulting problems including those related to public consciousness, social psyche, and the management of electronic and human information technologies. The authors emphasize the contradiction between artificial and human intelligence. Particular attention is drawn to the disclosure of the information value theory algorithm in the context of the development of the innovative economy.
