Transformation of Educational Concepts in Information and Communication Environment of Higher Education

Abstract. In view of the changes occurring in higher education, including information and communication component, the basic educational paradigm of university education is changing, shifting to information and communication. The educational process gets appended by new forms of interaction, such as new information technology, student mobility, remote, online and network collaboration. However, such innovations are sometimes unsafe from the point of view of confidentiality, protection of personal data. The implementation of both internal and external academic mobility, which is being introduced in Russian universities, requires information and communication support. The main direction for the development of information and communication aspect of graduate school consists clarification of the underlying motivational needs of the various parties of the educational process (school, teachers, students, employers) as full participants and essentially the main consumers of the educational product, at the same time generating the public value of educational product. In addition, it is necessary to create an enabling information and communication atmosphere of higher education for effective promotion and implementation of the concept of personal development through vocational training.
