Abstract. In Russian discourse, provocation, as a rule, is a negatively perceived phenomenon. According to the authors of the essays, it is necessary to distinguish between positive and negative forms of provocation. It all depends on the researcher and the situation, which he enjoys. The authors depart from a purely negative interpretation of a provocation and reveals some of its positive meanings in the social sphere: liberation from dogma and other forms of pressure. However, when the object of the provocation is a serious danger to others, any form of it (positive or negative) can be seen as a “lesser evil”.
Assessment of any provocation is not a statement of fact and value judgment, which is based on the idea of a society of the norm. Discusses the features of provocation in various spheres and levels of life of the human community, as well as forms of their manifestations, focusing on the communicative provocation.

Abstract. In the article an attempt is made to consider issues that initially occupied Muslim thinkers – man, faith and the meaning of being. For this purpose, the phenomenon of religious faith as a cultural value, its manifestations in the life of the Muslim community, questions of the existence of the world of Islam against the background of the global challenges of the present is analyzed. It is shown that the basis of many religious, philosophical and mystical teachings is the call for the knowledge of such a complex being, what a person is. The comprehension of man – human studies in the East has traditionally existed within the framework of religious teachings. It is shown that it is the diversity of approaches to human cognition in the East that reflects the diversity of religions. The necessity of studying a person as the greatest riddle, a vital goal-setting, a religious factor from the point of view of the Koranic dogma, their role and influence on the formation of a new socio-cultural space of the existence of peoples is substantiated.

Abstract. The article made a definite attempt to explore the theological activities of the Islamic theologian, Imam al-Nawawi, namely:
– to define the essence and nature of the Islamic-theological thought of Imam an-Nawawi; – to reveal the specificity of the ethical questions of theology, Imam al – Nawawi.
The relevance of comprehension of matters of religion and theological teachings in the modern Muslim world, it is difficult to overestimate. Special significance to the study of this subject, gives not only the need to resolve doubts raised by the opponents of Islam, but also the need to answer the questions of seekers of truth.
However, despite the significance of the studies about the doctrines of Nawawi, the study of the heritage of the thinker should not be considered complete, as many aspects of its teachings remain controversial, little studied to this day.
The work of Imam an-Nawawi is of particular scientific and practical significance of a number of deeply grounded in this spiritual and moral ideas which to our days has retained its relevance. Study and use these ideas, undoubtedly, will enrich the contemporary Islamic theological studies. In particular, the practice of moral education, the formation of tolerance and pluralism. Al-Nawawi, in those days, preaching and by personal example has proved that education and training are essential means of organizing the conscious life of a person and can make people's lives more meaningful, more focused and happier.

Communication channels and promotion instruments in geobranding

Abstract. Geobranding technology is one of communication components of place marketing which aims to build up familiarity with a specific place (city, region, country, etc.) and its attractive image towards the target audience. In the recent years geobranding has received broad acceptance in our country which is demonstrated by a variety of successfully implemented projects (Sochi 2014, Perm «cultural revolution», Veliki Ustjug, Myshkin, etc.). Key task in this area is training of experts and professionals in the area of place marketing. The article includes a chapter of the new learning material for the bachelors’ academic program «Place Marketing» which is scheduled to be published at the end of the year and which covers main communication channels and promotion instruments in geobranding.

The essence of the system of family placement of orphans with disabilities (communicative aspect)

Abstract. System family device of children-orphans are considered as a complex open system consisting of several interdependent subsystems, operating by the interaction of government, business, potential adoptive parents, public organizations and orphaned children at the Federal, regional and municipal levels. In the subsystem state revealed the following components: Federal and regional authorities; bodies of trusteeship and guardianship; the centers of training and support of foster families; children’s homes; practices and projects being implemented by the state in this sphere; health, education and social services are families raising orphaned children with special needs.
In the subsystem of non-profit organizations are considered components such as innovative practices and projects, social services for foster families, training centres and support of foster families. The business of the companies and business structures, as well as directly through the funds of large companies.
When describing the relations system with the external environment, the subsystem of non-profit organizations detail the function of social control that exerts an external effect on subsystem state and on the family device of children-orphans with special needs. This allows all the subsystems to improve the performance of the system as a whole through conducting public monitoring, social audits, etc. we also consider the influence of the media on the operation of the system by focusing on the weaknesses of the system and also promote a positive experience. In the end their impact is the system of the family unit more efficient.

Abstract. In the modern world, in a world of globalization, almost all countries are faced with the problem of preserving their identity. It is impossible to consider the identification solely through ethnicity, religion, in the largest countries with a multiethnic and multi-religious composition, which is modern Russia. The author expresses the fact that the formation of civic identity should be based on shared values, a Patriotic consciousness, civic responsibility and solidarity, respect for the law, belonging to the fate of the homeland without losing their ethnic and religious roots. It is essential to preserve the unity of the country. The author emphasizes that firstly V. A. Tishkov proposed the idea of the Russian nation and the Russian civil identity in the early 1990s. V. A. Yadov and E. N. Danilevskaya studied social identity, including civil and ethnic, the population of the Russian Federation in comparison with the Polish in 1998 and 2002. The author expresses that the support and strengthening of regional and ethnic communities of Russians is one of the most important conditions of formation of the Russian nation – historical and socio – political community, which represents “unity in diversity”.

Abstract. The article details current situation at the moment in the Russian Federation the experience of using social Internet sites for activities of state and municipal officials, as well as the comparative analysis of existing practices of countries in the European Union and the United States. The widespread introduction of relatively new for our country tools of social media involves the formation of a complex of normative-legal acts, aimed at comprehensive regulation of the generated relations. One of the key directions in this field was the development and testing of reporting tool on its virtual activity space.
Russian officials in the period up to April 1 provided the first information about personal accounts, in accordance with the new legal requirements. Despite the fact that competent agencies have yet to give the final assessment of the accuracy and completeness of the information received, the expert community has already identified a number of gaps which have a significant effect on the analysis.
An important issue in the formation of methods of how to use the tools provided by multimedia Internet sites is the actual lack of formalized indicators based on which assessment of the General utility executed by the official’s functions in the virtual space.
One of the key problems in the study area is the distinction between public and private, professional and personal lives of employees. This factor made complicated by the fact that the reporting mechanism is actually formed in a declarative framework. On this basis, in order to optimize control and analytical activities may be the experience developed in the practice of foreign countries.

Abstract. In the following article, we look at еhe approaches to define the security of information, which has developed at present in the scientific environment in detail are consider in the article. As the main research method, a logical and meaningful analysis of the definitions of “information security”, published scientific publications are used.
In the opinion of the authors, the concept of information security must be associated with the development of the information and communication environment and considered as an anthroposociotechnical phenomenon. The authors singled out three main campaigns – technical and technological, humanitarian (psychological) and sociocultural, each of which has respectively the object – the information, the personality and the information sphere. Authors consider that information security needs to be connected with a concept of risk. Therefore, information security, according to authors, can be defined as a condition of security from negative information impacts of the information sphere and its subjects, the circulating information at which the risk of deterioration in functioning and development of society and its elements is minimum. It components are safety of the information sphere, the personality, information and information and telecommunication infrastructure.

Abstract. As a result of the development of modern ICT (infocommunication technologies), communication and, in particular, the exchange of information acquire not only a new form, but also new content. This transformation takes place, first of all, under the influence of communication, mediated by the Internet.
In connection with the active introduction of ICT in private and public life, the actual issue for researchers is the influence of modern Internet communication technologies on the socialization of the subject, which can be called info-socialization.
Specificity of the form of communication on the Internet is as follows: the invisibility and anonymity of the subject of communication; Weak regulation of behavior; The choice of a communication environment, ways of self-presentation, a sense of permissiveness. On the Internet we have social uncertainty of role behavior, violation of the usual subordination, the opportunity to get acquainted with information of a private nature. It is obvious that the new way of communication – the Internet – changes deeply and radically not only the form of communication, but also its content. The openness of a person in the network, and often in the case when he appears incognito, hiding behind a nickname, allows him to declare about his needs, emotions, expressing them directly, in particular, ignoring the norms of ethics and morality.
Productive use of ICT based on the realization of human value system, harmonization of the hierarchy of needs. Including, awareness of the basic need for communication, in action for the Other. This allows us to select and create information on the Internet that contributes to the achievement of the constructive goals; Determine the developing circle of communication, form optimal reference groups.

Abstract. The article is devoted to the analysis of distinctive features and contradictions of the professional choice of students – humanitarians based on empirical data of monitoring sociological research “Contradictions and paradoxes of the socialization of student youth in conditions of transitivity of modern Russian society” (2016), “Socialization and education of students of universities in the Rostov region” ( 2006, 2011). The article analyzes the main motives for choosing a future profession, the influence of parents on professional choice, attitudes towards the chosen direction of training, satisfaction with professional choice, motivation for attending training sessions, gender perspective of professional self-determination, etc. The article discusses the interrelationship and interdependence of professional socialization and communicative culture. It is recommended for graduate students, teachers of higher education institutions, employees of management of the higher education, as well as to all those who are interested in the topic of professional development of the modern Russian youth.

Abstract. The article deals with the communicative and organizational aspects of the PR campaign to promote “PR movement” students’ PR projects contest. PR campaign took place in the Republic of Komi in November-December 2016. One of the important goals of the PR campaign was to create a positive image of the Republic of Komi. This goal became important considering the negative events in the political life of the region in 2015-2016. The article identifies four main stages of the PR campaign: the research stage, the planning stage, the implementation of the PR campaign (communication), and the performance evaluation stage. Each stage is reviewed in detail with an indication of its main actions and results. In the end, the results of the contest and PR campaign promotion are analyzed, and the prospects for further development of PR-movement in the Republic of Komi are described.

Abstract. The author offers to the readers an in-depth review of the book by an eminent German thinker Jurgen Habermas The Structural Transformation of the Public Sphere (Jürgen Habermas. Strukturwandel der Öffentlichkeit: Untersuchungen zu einer Kategorie der bürgerlichen Gesellschaft) published – for the first time in Russian translation – in 2016 by the “Ves mir” Publishers. This monograph, according to the researcher, contains an interesting analysis of the intrinsic worth of the communicative foundations of society. Habermas traces the genesis of the public opinion in statu nascendi and provides us with an utmost comprehensive analysis of the nuances of meaning in some European languages of the term public opinion – opinion publique – öffentliche Meinung. The author of the review agrees with the master of communicology, Professor Felix Sharkov, that it is high time to bring a more rigorous order into terminology used by communicology. The monograph by Habermas is the best example of such a selective strategy.

Abstract. echnical means, telecommunications seriously damage the situation of direct communication, or interaction, so crucial for the development of social relations, cognition and social problems solving. It happens due to the erosion of such concepts as “mutual space”, “mutual time” (answering machine, TV programs being recorded) and also because of replacing the actual person in the act of communication with their mere “aspect”, their partial presence in it (telephone conversations, texting, e-mail, messengers, speaking over Skype or other applications, the image of the person on the computer display etc.). Not only are all these a technical consequence of the imperfection of the telecommunications means, but also they symbolize the unwillingness of the interlocutor to become fully involved in the act of communication. In public service and administration technical means of communication often turn a real human actor into an anonymous one, providing for their psychological comfort, saving their effort and time, allowing to escape unwelcome emotions, stress and the necessity of making decisions.
As for understanding of the telecommunications sphere, the interests and the main focus of the Russian intellectuals and those working in public administration are in most of the cases limited to such notions as Hard (hardware, devices and appliances), IT (information technologies) and Hi Tech (advanced technologies). Whereas the society calls for more emphasis on Hi Hume – the human dimension, the management of communication for the benefit of people engaged, more effective administration and the improvement of social relations. What we need is the transition from the dominating technocratic interpretation of telecommunications processes as primarily material and technological issues (computers, modems, networks, software, with a person being simply an addition to those – an object of manipulation) towards a human-oriented paradigm of information technologies development, its humanitarian and anthropological constituent.
